If you are considering a hunting trip to Washington State, there are several opportunities for Non-Residents to purchase an over the counter license. Roosevelt Elk Hunting, Blacktail Deer Hunting, Mule Deer Hunting and Bear Hunting all have over the counter opportunities. There is no need to apply for a draw, the exception to this rule is for Rocky Mountain elk, which are found on the eastern side of the Cascade Mountain Range.
Rocky Mt. elk hunting is limited to spike only during the general rifle and archery seasons. Branched bulls are permitted by drawing only which will take an average of 8-15 points to draw a good tag with a rifle or bow. The Roosevelt elk on the West side of the state is a 3-point minimum and can be hunted with a general over the counter west side license. Archery hunters can harvest a bull or cow in several units on both sides of the state.
Washington State has tremendous Rocky Mountain elk quality with many units producing 350+ class bulls. They also have a horrible non-resident draw program. Washington Fish and Wildlife requires all resident and non-resident hunters to purchase a non-refundable general season elk or deer license prior to applying for the draw. This means a non-resident is out the $500 license each year just to apply. You are then stuck with a general east side spike tag and one preference point. There are plenty of over the counter opportunities available in Washington State for deer, elk and bear but Rocky mountain elk is not one of them.
Washington has an outstanding trophy program for Bighorn Sheep, Mountain goat and Shiras Moose. Tags are available through a limited draw, raffle and auction. In the public draw there is no preference given to residents, so non-residents have the same chance to draw as a resident.
For those who don’t want to apply for a draw but would like to have an opportunity to hunt world class animals then there is also a Raffle and Auction tag program. While the Auction tags will give you a long season and the best opportunity to harvest a GIANT it will take deep pockets to get your hands on an auction tag. The raffle tag is a great option and if you look at the overall draw odds the Raffle is much better odds than the general draw. For $200 in tickets you might just win a world class hunt. Deer Hunting is very popular in Washington, with three species available to hunt within the State. Whitetail, Blacktail and Mule deer are all abundant and there are over 100,000 deer hunting tags sold each year. Several units produce trophy class bucks during the general season, but it is becoming more and more difficult to avoid pressure on public land. The best opportunity for a quality deer hunt during the over the counter general season is to hike, horse or backpack well beyond public access and spend lots of time glassing. The opportunity is there but you will earn it! However, if you draw a quality or premium tag in the public draw or have a raffle/auction tag you can expect a great trophy hunt with limited numbers of people. Due to the crowded public land challenge, our Washington deer hunts are limited to those with quality/premium draw or raffle/auction tags. Our general season deer hunting is now conducted in Oregon where we can obtain guaranteed non-resident outfitter tags in quality limited draw units for Mule deer and Blacktail deer giving our hunters an overall better and more successful experience.
